Dr. Mrs. Charity Igho Babigha Ehimen, a Permanent Secretary in the Delta State Civil Service, has been appointed the new Head of Service, with her assumption of office following the retirement of the incumbent, Dr. Mrs. Minimim Oseji, on October 28, 2026.
The appointment was approved by Governor Sheriff Oborevwori, placing Ehimen at the helm of the state’s civil service as the administration prepares for a change in its top administrative leadership.
Ehimen was, until her appointment, the Permanent Secretary in the Office of the Head of Service. She had also served as Permanent Secretary in the Ministry of Physical Planning and Urban Renewal.
Her previous positions within the state bureaucracy give her experience in both the central administration of the civil service and the ministry responsible for physical planning and urban renewal.
The Secretary to the State Government, Dr. Kingsley Eze Emu, announced the appointment in a statement, adding that the date for the swearing-in of the new Head of Service would be communicated later.
Ehimen’s appointment comes as the state prepares for Oseji’s retirement, effective October 28, 2026, marking a transition in the leadership of the administrative machinery responsible for implementing government policies and coordinating the activities of ministries, departments and agencies.
Further details concerning the formal inauguration of the new Head of Service are expected to be announced by the state government.
