US President Donald Trump has claimed that Ukraine’s Starlink satellite internet service has been restored, while Russian President Vladimir Putin has indicated that Moscow is prepared to resume US-mediated negotiations with Kyiv next month, as diplomatic efforts over the war continue.
According to The Independent, Trump’s remarks followed reports that he had contacted SpaceX chief executive Elon Musk to discuss restoring the service used by Ukrainian forces. However, he declined to confirm whether he had personally spoken to Musk, saying only that access had been reinstated. Ukrainian President Volodymyr Zelensky and Ukrainian sources, meanwhile, reported no change in satellite internet speeds.
Zelensky has also warned that Russia is taking advantage of reduced air defence supplies from Ukraine’s international partners. In a post on X on Thursday, he said the slowdown, coupled with any easing of pressure on Moscow, could strengthen Putin’s belief that Russia could achieve its territorial objectives, including seizing full control of four Ukrainian regions.
The Ukrainian president called for stronger action against Moscow, arguing that existing measures were insufficient to deter Russia’s ambitions.
Putin, speaking on Russian television after meeting US presidential envoy Steve Witkoff, said Moscow was ready to return to US-mediated talks with Ukraine next month. He said negotiations should address security arrangements for both countries after the war and include broader discussions on European security.
Zelensky said he hoped the talks would begin early in November, potentially marking the resumption of negotiations following a pause since February.
