US President Donald Trump has welcomed Russia’s release of an American citizen held in detention for four years, as diplomatic efforts to end the war in Ukraine gained renewed attention following talks between Washington’s special envoy and Russian President Vladimir Putin.
Stephen Hubbard, a 74-year-old retired American teacher from Michigan, was released in St Petersburg on Wednesday, October 21, 2026, according to statements from US envoy Steve Witkoff. Hubbard had been imprisoned after Russian authorities accused him of fighting as a mercenary alongside Ukrainian forces.
Trump celebrated the development in a post on his Truth Social platform, describing the release as a positive outcome of his administration’s engagement with Moscow. He maintained that Washington did not have to exchange anything to secure Hubbard’s freedom.
The release coincided with Witkoff’s meeting with Putin at Constantine Palace in St Petersburg, where discussions centred on reviving negotiations to bring the Russia-Ukraine conflict to an end.
Witkoff said he hoped the meeting would pave the way for renewed three-party discussions involving the United States, Russia and Ukraine. According to him, the resumption of negotiations would enable technical teams to examine practical steps towards a possible peace agreement.
The American envoy arrived in Russia after holding discussions with Ukrainian President Volodymyr Zelensky in Oslo, Norway. The meeting was described by US Secretary of State Marco Rubio as positive, amid efforts to ease tensions between Kyiv and Washington.
Putin, meanwhile, expressed readiness to explore improved economic relations with the United States. He also reportedly raised the possibility of meeting Trump in China next month, potentially on the sidelines of the Asia-Pacific Economic Cooperation summit.
However, the diplomatic engagement unfolded against the backdrop of continuing military tensions and controversy surrounding Ukraine’s access to Starlink satellite internet. A Wall Street Journal report alleged that Elon Musk personally ordered a slowdown of the service for Ukrainian forces, whose drone operations depend significantly on the satellite network. Musk has previously attributed decisions concerning access to military authorities and the US president.
Elsewhere, relations between Ukraine and South Korea have come under strain following a disagreement over the disclosure of two North Korean prisoners of war. Seoul is reportedly preparing to withdraw some diplomatic personnel from Kyiv, arguing that the public announcement breached a confidentiality agreement.
Despite the latest diplomatic developments, a lasting settlement remains uncertain. The proposed resumption of negotiations could provide another opportunity for the parties to explore a peaceful resolution, but it remains unclear whether the discussions will produce an agreement acceptable to both Moscow and Kyiv.
