PASTOR UMO ENO, PhD

Few leaders in the contemporary political history of Akwa Ibom State have approached governance with the combination of entrepreneurship, pastoral service, grassroots engagement and a development philosophy centred on rural communities as Pastor Umo Bassey Eno, the fifth democratically elected Governor of Akwa Ibom State.

Since assuming office on 29 May 2023, Pastor Umo Eno has sought to define his administration through the ARISE Agenda, representing Agricultural Revolution, Rural Development, Infrastructural Maintenance and Advancement, Security Management, and Economic Advancement.

For Governor Eno, the ARISE Agenda is more than a government policy document. It represents his vision for an Akwa Ibom where economic opportunities extend beyond major cities, rural communities participate actively in development, agriculture contributes meaningfully to prosperity, and public investment improves the living conditions of ordinary citizens.

Formally presented at the Akwa Ibom Dialogue in July 2023, the blueprint outlined a vision for a diversified, inclusive and increasingly industrialised economy, emphasising agricultural development, rural transformation, infrastructure, security, education and healthcare. Its broader objectives include poverty reduction, job creation, sustainable economic growth and improved living standards.

At the heart of this philosophy is the conviction that development must be measured not only by major roads, public buildings and urban infrastructure, but also by the quality of life experienced by families in villages and underserved communities.

The story of Pastor Umo Eno did not begin in Government House, Uyo. Before entering the highest political office in Akwa Ibom State, he built a career in banking, business management, hospitality and Christian ministry.

Born on 24 April 1964 in Enugu to Chief Superintendent of Police Bassey Eno and Deaconess Eka Bassey Eno, a businesswoman, he hails from Ikot Ekpene Udo in Nsit Ubium Local Government Area.

His early education took him through the Local Government Authority Primary School in Lagos, St. Francis Secondary School in Ikot Ataku, Eket, and Victory High School, Ikeja, Lagos.

He subsequently attended the University of Uyo, where he obtained a Bachelor of Science degree in Political Science and Public Administration, a Master of Science degree in Public Administration and a Doctorate degree in the same discipline.

His professional journey included employment at Union Bank Plc, Bertola Machine Tools Limited and Norman Holdings Limited.

These experiences exposed him to financial planning, investment management, strategic planning and enterprise development.

In 1997, he founded Royalty Hotels Limited, establishing a business that expanded into hospitality, catering, food services, apartments and allied enterprises. Through the Royalty Group, he developed interests in hospitality and industrial catering, including services to the oil and gas industry.

His business background informed his current interest in investment, agricultural enterprise, employment generation and opportunities for small businesses.

For Eno, government should create conditions in which people can work, produce, establish businesses and improve their economic circumstances.

His involvement in public administration predates his election as Governor.

In 2004, during the administration of Governor Victor Attah, he was appointed Chairman of the Akwa Ibom State Hotels and Tourism Management Board. During his tenure, he participated in efforts to organise and improve the hospitality sector, including hotel inspections and classification.

In September 2019, he was appointed Executive Director of Agricultural Investment at the Akwa Ibom State Investment Corporation under Governor Udom Emmanuel. He was also appointed Commissioner for Lands by the same administration.

Pastor Eno is an ordained Christian minister, an Apostle of The Apostolic Church and the Under Shepherd of All Nations Christian Ministry International in Eket.

Before becoming Governor, he was known for scholarship support, assistance to vulnerable individuals, business training and initiatives intended to help young people and women develop economically.

He contested the 2023 governorship election and was inaugurated as Governor of Akwa Ibom State on 29 May 2023.

Through the five pillars of the ARISE Agenda, Governor Eno has connected economic development with social welfare and the everyday needs of residents. His administration has introduced programmes intended to provide housing, food assistance, financial support and other social interventions, including the ARISE Compassionate Homes scheme, food voucher initiatives and assistance for elderly residents.

Other interventions have targeted traders, farmers, women and young people through grants, skills development and enterprise initiatives.

Akwa Ibom’s natural attractions, hospitality infrastructure, aviation assets and coastal location provide opportunities for tourism and investment. Governor Eno’s administration has identified these sectors as potential contributors to economic diversification beyond oil. Developments in the sector include the Arise Palm Resort, Ibom International Hotel and the Ibom International Convention Centre.

His administration also completed the international terminal at Victor Attah International Airport, creating opportunities for expanded international air connectivity.

Other achievements of his administration include over 1,340km of roads and 43 bridges constructed across the 3 senatorial districts, acquisition of new aircraft for Ibom Air, 38 solar-powered model primary schools, model health centres, upgrade of College of Education Afaha Nsit to University of Education, recruitment of 3,000 teachers and payment of WAEC/NECO fees, ARISE Compassionate Homes with solar and N500k grants for vulnerable families, 50 CNG mass transit buses, N2bn grants to farmers with subsidized tractors, 1,048 housing units, Ibom International Hospital, Aviation City, Oron Maritime Hub, Ibom Medical City and AKWAGIS, payment of inherited pensions and gratuities to the tune of over N90 billion, amongst several others

Under Governor Eno, there is no Local Government Area without at least two projects.

As Akwa Ibom celebrates its 39th anniversary and continues its journey of growth and transformation, Pastor Umo Eno is honoured for placing agricultural development, rural transformation, infrastructural development, security, education, healthcare and social welfare within a single, recognisable governance framework.

His story is that of an entrepreneur who entered public service, a pastor who embraced political leadership, and a Governor who placed the ARISE Agenda at the centre of his vision for Akwa Ibom State.

The ultimate measure of that vision lies in the several opportunities it is creating , the institutions it is strengthening and the improvements it is delivering to the lives of the people it serving.
